Water and oil are two liquids which can not be mixed and have different densities. Water is heavier (has a higher density), therefore falling down, and the lighter oil forms a separate layer above it. When you tilt the bottle, fluids move in a slightly different way, so that we see "the ocean waves." Even if oil and water mix for a while now, it eventually divide again.
